Julianne Hough, from ."Dancing With The Stars " has been going out with Ryan Seacrest for a long time.  Now there are many rumors that he will propose.  Will he announce their engagement on the premier of American Idol ?   Speculation is that he already has the ring, so it would be the perfect time to do it.
